The stimulus for development of the Tennessee Exemplary Educators Program can be found in a revision of the Performance Model for Accountability by the Tennessee State Board of Education in April 2000. This accountability model consisted both of non-academic goals, such as attendance, drop-out rate, and promotion rate, as well as academic goals, including academic attainment and value-added estimates (Tennessee Department of Education, April 2000). The Office of Innovation, Improvement, and Accountability was charged with implementing the Board's policy and with developing an initiative to assist schools that failed to meet stipulated goals. Additionally, the passage of the No Child Left Behind Act required compliance by each state to align their individual accountability efforts with those of the federal government.

The Exemplary Educators must be able to produce results or adequate yearly progress in High Priority schools/systems.
